Role Overview

We are seeking a Senior Executive - Digital Media and Programmatic Advertising - Public Markets with 3 to 6 years of experience to support the planning, coordination, and execution of digital media campaigns for government institutions and public sector undertakings within ETPL Digital's Digital Media and Programmatic Advertising - Public Markets.

ETPL Digital's public markets business focuses exclusively on digital media mandates for central and state government bodies, PSUs, and statutory institutions, covering scheme promotion, public awareness, civic outreach, and institutional communication campaigns.

These mandates are procured through structured government processes including empanelment, GeM, and tendering, and are subject to specific compliance, reporting, and documentation standards.

The Senior Executive will work closely with senior members of the DMPA-PuM team to manage campaign delivery, coordinate procurement documentation, service government client accounts, and ensure that all campaigns are executed accurately, on time, and in full compliance with applicable government advertising guidelines.

Key Responsibilities

  • Support the end-to-end execution of digital media campaigns for government and public sector clients, from brief intake and media planning through platform setup, trafficking, live monitoring, and post-campaign reporting.
  • Assist in preparing tender documents, empanelment applications, GeM listings, and rate contract submissions under the guidance of senior team members.
  • Coordinate with government client contacts for campaign approvals, creative sign-offs, documentation requirements, and reporting submissions, ensuring timely and accurate communication at all stages.
  • Monitor live campaign performance across digital channels, including display, video, social, and programmatic, tracking delivery pacing, reach, frequency, and key performance metrics against campaign objectives.
  • Prepare detailed campaign performance reports, utilising data and insights in the format and language required by government clients and internal stakeholders.
  • Liaise with digital media publishers, platforms, and vendors empanelled or approved for government media mandates, coordinating placements, rate confirmations, and delivery reconciliations.
  • Maintain accurate and audit-ready records of all campaign activity, client communications, purchase orders, invoices, and compliance documentation.
  • Support the preparation of media plans and budget allocations for government campaigns, ensuring alignment with approved rates, government guidelines, and client objectives.
  • Assist in tracking the tender and procurement pipeline by monitoring notification portals, preparing pre-bid documentation, and coordinating internal inputs within submission timelines.
  • Coordinate with the Finance team on invoicing, purchase order processing, and reconciliation for government client accounts, ensuring adherence to government payment and documentation norms.
  • Stay current with government digital advertising guidelines, DAVP / BCCL updates, GeM platform changes, and state DIPR requirements that affect campaign planning and execution.

Experience and Profile

  • 3 to 6 years of experience in digital media, media planning, campaign management, or a related role.
  • Prior exposure to government or public sector media accounts, whether at a media agency, digital publisher, or AdTech company, is strongly preferred.
  • Hands-on experience managing digital media campaigns across display, video, social, or programmatic channels is expected.
  • Experience working with government-side stakeholders or navigating public sector client servicing is preferred.
